Keep rolling that boulder up the Hill

For US readers who've been contacting their elected officials about the FY 2006 foreign operations budget at the instigation of ONE (or other advocacy groups), here's a report on what's in the final negotiated legislation. Good news about the Global Fund, not so great on Millennium Challenge (which, if you don't know, is ironically the program that highlights exactly what chronic critics of aid demand, rewarding countries that tackle corruption.)
